This Manual is published in accordance with Section 51 of the Promotion of Access to Information Act, No. 2 of 2000 ("PAIA"). The purpose of PAIA is to give effect to the constitutional right of access to any information held by another person that is required for the exercise or protection of any rights.
Section 9 of PAIA recognises that the right to access information cannot be unlimited and should be subject to justifiable limitations, including but not limited to limitations protecting the reasonable protection of privacy, commercial confidentiality, and effective, efficient, and good governance.

7. Request Procedure
To request access to a record:
- Complete Form C (Request for Access to Record of Private Body) - available from the Department of Justice website or from our Information Officer
- Submit the form to our Information Officer together with the prescribed request fee
- The Information Officer will notify you of the decision within 30 days of receipt
- If access is granted, you will be notified of the access fee payable (if any) and the form in which access will be given
8. Fees
The following fees are applicable:
- Request fee: R50.00 (non-refundable)
- Access fee: As prescribed in the Regulations (varies based on the format and extent of the request)
No request fee is payable if you are requesting access to your own personal information.
9. Grounds for Refusal
Access to records may be refused on the grounds set out in Chapter 4 of PAIA, including:
- Protection of personal information of third parties
- Protection of commercial information
- Protection of confidential information
- Protection of safety of individuals
- Records privileged from production in legal proceedings
- Commercial activities of private body
10. Remedies
If a request for access to information is refused, the requester may apply to a court for appropriate relief within 180 days of the notification of the decision.
